All Blacks fly-half Dan Carter has backed the New Zealand Rugby Union's decision not to select tight-head Carl Hayman for the 2011 Rugby World Cup after he snubbed their advances to sign a contract with Top 14 side Toulon.

Carter, who enjoyed a mixed time while on sabbatical with Perpignan in 2008-09, believes that the union must stand firm after making their decision.

Hayman had been widely tipped for a return to New Zealand after time in the Guinness Premiership with Newcastle but put the financial security offered in France ahead of a second crack at the World Cup after long deliberation.

"This is a decision made by the NZRU and they've got to stand by it," Carter told Sunday News. "If they did bend the rules then I'm sure there would be a few more people wanting to go overseas and make the most of that opportunity, as well as the money you can generate over there while still being able to play for the All Blacks.

"It is disappointing Carl isn't coming back. He's a class player and he's shown that over many years. It's sad but he's got his personal reasons behind decisions which you have to respect."
