Premiership Two clubs criticise Andrew's plans

Premiership Second Division clubs have condemned Rob Andrew's proposals to re-structure the top flight of English rugby union.

Under plans laid on the table by the former England and Newcastle stand-off, the Premiership will become a 12-club Premier League from 2001 based on franchises with relegation suspended for the first two years.

The English Second Division Rugby (ESDR) board, wary of the drawbridge going up on their clubs, have reiterated their insistence on retaining promotion and relegation between the top two divisions.

ESDR are to seek clarification of the major issues involved and, in a statement, made the following comments.

"ESDR have failed to find any justification in the report for the need to franchise

"Promotion to the top league level at the end of every season is an absolute requirement of the ESDR board

"The ESDR welcomes the resolution agreed by the RFU Council which categorically states that the Andrew Plan must not break any existing agreements."
