IRB in moves to cut substitutes

The number of substitutes allowed in international matches could be cut from seven to four.

The International Rugby Board is asking member unions to consider the plan which will come up for full discussion at the IRB council meeting in November.

The move comes in the face of growing hostility to the use of seven substitutes in a game.

"The IRB is well aware that a substantial proportion of the game's stakeholders take the view that there are too many substitutions/replacements in matches at international level," it said in a statement.

"It has taken the lead on this issue by circulating, to all countries, an amendment to the current law. The amendment would reduce the present number from seven and would limit the total number of replacements/substitutes to a maximum of four."
