Negotiations have broken down between Celtic Rugby and the Italian Rugby Federation (FIR) over the possible inclusion of two Italian sides in the Magners League.

Aironi Rugby and Praetorians Roma Rugby had been recommended by the FIR for inclusion in the tournament from 2010-11, but talks over the financial and operating parameters for their inclusion have ground to a halt.

Celtic Rugby employed Deloitte to undertake a due diligence process on the expansion so as to satisfy the existing teams and stakeholders that there would be no negative impact, financial or otherwise, on the league.

"Following an extensive process that involved consultations with FIR and its nominated clubs, the existing Magners League participants and Celtic Rugby, Deloitte provided a report to Celtic Rugby in December 2009, clarifying the various parameters that had been met and that would need to be met," read a Celtic Rugby statement.

"Despite extensive discussions between Celtic Rugby and FIR in December and January it has not been possible to reach a satisfactory agreement by the deadline set of end January 2010, clarity being required at this point in order to plan not only the Magners League but also Heineken Cup and Challenge Cup for the 2010-11 season."
