Mourinho questions FA

Jose Mourinho has questioned the consistency of the Football Association's disciplinary department, suggesting had a Chelsea player used his elbow in the same way Robin van Persie did at West Ham last Sunday he would have been banned.

The Chelsea boss was fined B£25,000 last month for saying there was a "clear campaign" against Chelsea on the day Diego Costa was charged for treading on Liverpool's Emre Can.

Striker Costa was given a three-match ban, missing matches with Manchester City, Aston Villa and the final game of his suspension is against Everton on Wednesday night.

Mourinho's mood has lightened since opting out of media duties surrounding the draw with City on January 31 and he insisted he was happy in last Friday's return in front of the cameras.

But the Blues boss suggested he still thinks the FA is not being consistent.

"I was in a good mood the other day," Mourinho said.

"I needed a little bit more time to forget why my player (Costa) was suspended.

"I need a little bit more time to understand why some people are punished, others aren't. I need a little bit of time to process that.

"The same people (the FA) that suspended my player didn't want to suspend a player this weekend. And they could. This weekend a player could be suspended and he wasn't."

When asked which player he was referring to, Mourinho gestured with an elbow in a clear reference to Van Persie's challenge on West Ham defender James Tomkins in Sunday's draw.

Midfielder John Obi Mikel (knee) is the only definite injury absentee for Wednesday's match, but Cesc Fabregas (hamstring) is fit again.

The Everton contest sees the return of Romelu Lukaku to Stamford Bridge after the Belgium forward struggled to break through into Mourinho's plans and was sold last summer.

Mourinho said: "He proves every weekend that he's a good player. Nobody has doubts at Chelsea that he's a good player.

"We know Romelu is a good player. (Andre) Schurrle is a good player, (Kevin) de Bruyne is a good player, (Juan) Mata is a good player.

"They are good. We don't sell garbage. We sell top players.

"We sell top players, we get top fees. (Without) top fees we don't sell them, we keep them.

"That's football, that's life, that's market. The player wishes sometimes to be in clubs where they become clearly the first option. That's football, that's life.

"If he's happy, that's good. He wanted to play all the time."

Everton goalkeeper Tim Howard is set to make his return to the team having recovered from the calf injury that has kept him out since Boxing Day.

Full-back Leighton Baines, not involved in the Merseyside derby on Saturday because of a knee complaint, will be assessed, as will midfielder James McCarthy, who was back in the side at the weekend after a period sidelined by a hamstring problem.

Aiden McGeady is a definite absentee due to the knee injury that prevented him from being involved against Liverpool, and Tony Hibbert (unspecified), Leon Osman (foot) and Steven Pienaar (knee) also remain unavailable, while on-loan winger Christian Atsu is ineligible to play against parent club Chelsea.

Everton boss Roberto Martinez feels there are "many good signs" coming from his team at the moment but admits he wants to see more from them on the goalscoring front.

The Toffees have bounced back from a run of four straight Barclays Premier League defeats by going unbeaten in the four top-flight fixtures that have followed - a sequence that has seen them keep clean sheets in each of their last three games.

They certainly looked defensively solid in the Merseyside derby against Liverpool at Goodison Park on Saturday, although it was notable that the hosts registered their first and only shot on target in the 87th minute of a game that finished 0-0.

The other unbeaten matches have been a 1-0 win at Crystal Palace, 0-0 home draw with West Brom and 1-1 draw at Manchester City.

And ahead of Wednesday's trip to leaders Chelsea, Martinez said: "I thought Saturday's game, from a tactical point of view, was phenomenal, although I don't think it was the type of game that as a neutral you would enjoy.

"Sometimes shots on target don't describe how well you get into the final third - I thought early on if we had made a more composed decision, we would have got into some great positions to score, and I thought we finished really strong.

"I felt the performance was full of maturity and that it is something we can build on. But it is also about winning games."

Willian strikes in frantic finale

Willian struck an 89th-minute winner as Chelsea beat Everton 1-0 but the Premier League leaders could face disciplinary action once more after Branislav Ivanovic appeared to headbutt James McCarthy.

The flashpoint occurred after Nemanja Matic thought he had scored four minutes from time, only for the deflected strike to be ruled out for offside against Ivanovic, who had blocked the view of Everton goalkeeper Tim Howard.

Tempers flared when Gareth Barry then tripped Willian, earning a second yellow card, and Ivanovic motioned his head towards McCarthy in the resulting fracas.

The Everton substitute was booked for his part in the melee, but Ivanovic avoided censure from referee Jonathan Moss and could face retrospective action from the Football Association.

There was still time for Willian to net after Howard was unconvincing in clearing a cross as Chelsea remained seven points clear of Manchester City.

It could have gone either way until a frantic final four minutes.

The suspended Diego Costa scored twice in August's 6-3 win at Goodison Park and would have relished the chances created by Chelsea, but the Blues struggled to test fit-again goalkeeper Howard.

Instead it was Petr Cech who had to show his enduring quality after being selected ahead of Thibaut Courtois.

He twice saved from Romelu Lukaku, the second time when the former Chelsea striker was four yards out, and Mourinho made a point of going to Cech at full-time.

Mourinho, who was last month fined B£25,000 for saying there was a "clear campaign" against Chelsea, continues to imply his side are unfairly treated and two decisions went in favour of Everton in the opening quarter of the contest.

Chelsea might have had a fourth-minute penalty when the ball hit Steven Naismith's arm and Everton had another reprieve when Barry fouled Juan Cuadrado and Eden Hazard in quick succession, but was booked only for the first offence.

The FA Cup loss to Bradford gives Chelsea a rare weekend off and Costa will be available for next Tuesday's Champions League last-16 clash at Paris St Germain following his disputed three-match suspension, before returning to aid the title tilt.
