According to La Gazzetta dello Sport, representatives of Inter visited Bayern's headquarters on Thursday morning, meeting with the Bundesliga club's chairman Karl-Heinz Rummenigge, sporting director Martin Sammer and Shaqiri's agent.
A deal worth a reported total of €15 million (£11.7m) was struck early in the afternoon, and the club confirmed via Twitter that the deal is agreed save for the paperwork.
Shaqiri will reportedly join Inter initially on a loan deal until the end of the season, but with the obligation to make it permanent in the summer, with the Switzerland international set to sign on until 2019.
He is expected to travel to Milan on Thursday afternoon after skipping training with Bayern in the morning as negotiations were underway.
He will say his goodbyes to his Bayern teammates, who on Friday jet out to Doha for a week-long training camp during the Bundesliga's winter break.

Should all the paperwork go through in time, Shaqiri could make his debut in Sunday's clash with Genoa at the San Siro, when former Arsenal striker Lukas Podolski will also make his first appearance in front of his new club's fans.
