In figures published by Ligue Nationale de Rugby, the body in charge of the Top 14, Toulouse lead the charts with Clermont coming in second at €27.9m. For Toulouse, they bolstered their squad in the close season with the signings of fly-half Toby Flood, prop Neemia Tialata, hooker Corey Flynn, No.8 Imanol Harinordoquy and winger Alexis Palisson. Clermont also had an eventful off-season with Nick Abendanon, Zac Guildford, Sebastien Vahaamahina, Camille Lopez and Jonathan Davies arriving. Mourad Boudjellal's Toulon are third on €25.7m but that budget is reduced by their way of managing the funds with some coming through separate companies. The lowest budget in the Top 14 is Brive's with €13.6m who come in well under the average of €21.16m. In the PROD2, Eddie O'Sullivan's Biarritz are the joint top-spenders as they are tied up the top with Perpignan on €11.07m, with both teams aiming to bounce back to the Top 14 after falling through the relegation trapdoor last term.
