IRB delays Shingler decision

The International Rugby Board's Independent Regulations Committee Panel has delayed their decision over Steve Shingler's immediate international future by reserving judgement on the case.

Shingler is at the centre of an eligibility row between Scotland and Wales with both countries laying claim to the 20-year-old's future. But while Shingler is adamant he wants to play for Scotland, Wales maintain that due to him playing age-group rugby for them - something they deem to be the equivalent of committing your international future to a country - he is tied to them.

After the IRB tentatively backed Wales, Scotland appealed the decision and following Monday's hearing in Dublin, the panel "reserved its judgement to give all due consideration to all the evidence and submissions made at the hearing".

The IRB statement continued: "The Panel comprising Peter Boyle (Chair, Ireland), Tim Gresson (New Zealand) and Giancarlo Dondi (Italy) heard submissions from the Player and his agent and the Scottish and Welsh Rugby Unions at the hearing while also considering detailed written submissions from the two Unions.

"The Panel was convened after the Scottish Rugby Union requested that the IRB Regulations Committee formally consider the matter in accordance with IRB Regulation 2."
