Taylor, who has 66 caps, has opted out of this squad voluntarily - but Robinson has stated that the door isn't closed.
"I have spoken at length with Simon and he has requested not to be involved with Scotland at this stage," said Robinson. "I am agreeing to his request but the door remains open for Simon to be involved with Scotland at a later stage and I will be monitoring his form over the next few months."
Robinson was appointed as Scotland boss in June, following the departure of Frank Hadden after another disappointing Six Nations campaign.
Seven of the eight new faces were part of the victorious Scotland 'A' squad who captured the IRB Nations Cup in June - centre/wing John Houston, openside Alan MacDonald, fullback Jim Thompson and loose-head prop Kyle Traynor (all Edinburgh), fly-half Ruaridh Jackson and No.8 Richie Vernon (both Glasgow Warriors) and Worcester Warriors centre Alex Grove. Glasgow lock Richie Gray completes the newcomers.
All four of Scotland's British & Irish Lions, prop Euan Murray, hooker Ross Ford, lock Nathand Hines and scrum-half Mike Blair have been included.
Robinson will begin preparations for the autumn Tests against Fiji, Australia and Argentina at the camp between August 17 and 19.
