Welsh league to get citing commissioner?

The WRU's general committee is considering the appointment of a citing commissioner - probably an ex-referee -to oversee Welsh-Scottish League games.
The system would be similar to the one adopted in the World Cup and more recently the European Cup, when there was a tough clamp down on foul play.
Wales coach Graham Henry is among those backing calls for an independent commissioner, rather than leaving citing to the clubs themselves.
