Leeds have confirmed the signing of Wales scrum-half Warren Fury from Guinness Premiership rivals Wasps on a two-year deal.
The 24-year-old, capped twice by Wales in 2008, replaces Andy Gomarsall in the squad.
"I have some fantastic memories from my time at Wasps but I felt I needed a fresh challenge and asked for a release from the final year of my contract," he said. "I am grateful to them for allowing me the chance to explore my options and I was delighted to speak to Andy Key and Neil Back about their plans."
Leicester wing Manu Tuilagi has been granted permission to remain in England by the Home Office.
The 19-year-old had originally been denied a work permit but following mass support from the media, Leicestershire MPs and Tigers fans has won the right to stay. He is the sixth Tuilagi brother to graduate through the ranks at the Tigers.
"I always wanted to stay in Leicester, I went to school in this area and my friends are here," he said. "It is a big day for me to be told this good news and now I can concentrate on my rugby career with Leicester Tigers."
The Blues Bulls have signed Dustin Jinka from Western Province. The 24-year-old scrum-half was a fixture of the Cape Town side's Vodacom Cup campaign.
