Wigan have confirmed the signing of Crystal Palace starlet Victor Moses for an undisclosed fee on a three-and-a-half-year deal.

The Latics have also confirmed that Bolivian international Marcelo Moreno has joined from Shakhtar Donetsk on loan until the end of the season.

Moses, 19, was targeted by several clubs including Newcastle, Nottingham Forest and West Brom and had also been linked with a host of top European sides, but he has now completed a switch to the DW Stadium.

Wigan boss Roberto Martinez told the club's official website: "He is a special talent. You can see that straightaway. He has been a big hit for Crystal Palace and now he has the chance to grow and mature in the Premier League.

"Like young James McCarthy, who has given us no choice but to play him in the Wigan first team with his attitude and form, Victor is a real player in the making, and he now needs to show the right character and dedication to match his undoubted talent and I think he can make a terrific impact at Wigan Athletic over the coming months and years.

"I have said all along that I want to bring in the right sort of players to this club, who will be proud to wear the shirt and who will bring something fresh and new to the table. Victor certainly fits the bill in that respect."

Palace had been forced to cash in on Moses, who can play on the wing or as a forward, after going into administration, and the player is grateful to his former club.

"To play in the Premier League is a dream and I want to thank Roberto Martinez and Wigan for giving me the chance to do that," he said. "I'm sad to leave Palace because they're a great club and gave me my chance in football and I want to say thanks to everyone there, but I need to prove myself now at Wigan and I'm going to focus on getting in the team and doing well for my new club."

Moreno's move is subject to visa and international clearance, and Martinez is delighted to have bolstered his attacking options.

"Shakhtar paid €9 million for him 18 months ago, which shows you how highly he is regarded, and he has all the ingredients to become a big player in this country," Martinez said. "He still needs to find his feet in Europe, and we are confident that this will be at Wigan. Let's see what happens over the next few months but he certainly fits the bill for what we are looking for at Wigan Athletic.

"He is young, a superb athlete, good in the air, technically good with both feet and he will add something new to the squad. Hopefully he can adapt quickly to the demands of the Premier League and become a real quality addition to the Wigan Athletic squad."

Moreno said: "Roberto Martinez sold the club to me, and I am determined to come to England and make an impression. I want to do everything I can to get in the team now and I'm looking forward to meeting all my new team mates and fighting for my place."
